Chest NPC Exchanger

I was thinking that it would be nice to have a Chest NPC that exchanges however amount of lower value chests to a higher value chest.
For example,  A player have so many Basic Chests and since they have no use for them, they wish they could exchange some of that with a higher value chest.

I have 2 different set of methods on how this might go.

One idea is having each chest have their own amount of certain chest of a kind. It could be implemented like this. Also having the idea to downgrade the type of your chest along the way.

X Amount of Basic = 1 Wizard
X Amount of Basic = 1 Pentakill
X Amount of Basic = 1 Sunset
X Amount of Wizard = X Basic
X Amount of Wizard = 1 Pentakill
X Amount of Pentakill = 1 Sunset
1 Pentakill = X Wizard
1 Pentakill = X Basic    etc..

Another way you could do is having certain chest to exchange right away to higher ones and along the way being able to downgrade it as well.

X Amount of Basic = 1 Wizard
X Amount of Wizard = 1 Pentakill
X Amount of Pentakill, X Amount of Wizard, and X Amount of Basic = 1 Sunset

1 Sunset = X Pentakill
1 Pentakill = X Wizard
1 Wizard = X Basic

As for a few questions you might ask.

Why would anyone really want to downgrade a better chest with a lower chest?

Simple. If a player have all the items on a better chest, yet they weren't able to grab this certain chest because of an item specifically they want. It would allow them to be able to have a chance to get an item from other chests that they may or may not have.

What is the purpose of this idea?

To allow players who received the same kind of chest that weren't able to get a higher value chest a chance to be able to exchange with better kinds of chests.

How would this go about throughout the days of TWC?

There are times where each professor/gm only host a type of event that only give out certain items to the winner.(Scarves, Basic Chest, etc.) Considering how the layout of certain prize list is, it would benefit those who might've receive a chest during the time and it would be satisfying to see that a Basic Chest isn't all that bad if it could be exchanged to a higher type of chest than to be demotivated and not attend knowing the prize that have been given out.
