The involvement behind scenes of what you're asking is more likely to be considered as 'lag' than the current everything. If a certain weather effect makes it too hard to see then ask Justin to add alpha to it and fix it.

There's a lot of solutions but a new settings option seems silly, you can't just disable nature. The weather also plays a rule now in TWC's gameplay, while clouds are purely visual rain and snow are not and more often than not people want acid rain to occur.

Snow might need alpha if it's too blinding, rain and acid rain are definitely ok.

This is a sore topic because people often blame their lag on weather, I have to ask that you avoid making that psychological mistake and come up with a better solution that will help you accomplish what you're after.
