Remove useless spells and refund them as spellpoints

There's like 70+ spells but in reality they're mostly useless.

I want to refund and remove spells that don't hold much purpose (like that growing tooth spell). It'd be easier then coming up with a purpose to them.

The reason I want this is because we always felt it'd be pointless to add new spells while we already have over 70, I want each and every spell to be useful and I don't quite care to go over 70 spells for every change I make.

This also has the side effect of reducing a ton of mundane work as well as increasing the likelihood of players getting taught something useful in classes both GM held or auto.

When I added practice wands I had to go over all those 70 spells and add code to them and even now if we want to get rid of grey pop ups and do anything else, we still have over 70 spells to go over, it's incredible workload that is actually quite boring when I could instead use this time to add new spells.

Now that some unneeded spells are gone we should get more self transfigurations. Not new ones, just Personio versions of other spells. Like Personio Carrotosi. More reasons: 1. New spells yay 2. Maybe with these people would stop asking for animagnus or however you spell that. 3. NO NEW ICONS, we use the same ones so yeah

...No. Why?

1. We don't need new spells for the sake of getting new spells!!

2. The point of having an animagus is so that player/person can be unique from all the other players. That's the ONLY purpose. So this will not prevent people from asking for animagus.

3. Refer back to #1 and if we're using the same icon for this "new spell" why would it be considered a "new spell". The only difference is the target, which is kind of lame all things considered.
