Silverblood quest help

I recently stumbled upon Lord and a baby recently and found out it was a quest. I've talked to everyone I could find but no one initiates the quest. Could someone please tell me where do find him/her and a name too if you can.

There is an NPC named "Girl" somewhere in the game. She should be the one who initiates the quest considering the baby is her brother.

I'm a returning player, been off for a few months, and apparently I already taalked to her when i played a while ago, I'm not sure what to do afetr I tlak to her.
