Doctor Who Returns - Drop Rate and Wand Event

At 19th September Doctor Who new season begins and TWC will be enjoying a droprate bonus week that weekend, friday till somewhere in middle of the week because I may have my internet access disabled by a jewish holiday so enjoy that.

Next update I'll also include a new quest with the sonic wand, if you already have the wand the quest will be marked completed.

The update planned is a wee bee delayed and may have things cut off due to a BYOND bug with the new stable version that causes a crash. The new boss I wanted to add in won't be added as it relies on a feature in 508.
